Startup Policy Formulation and Operationalization

Startup India assists in the development of a startup policy (along with operational guidelines) for States which are looking to formulate one or update their existing policy. The team also provides advisory support for formulating and setting up operations of the State’s nodal agency for startup policy. 

Apart from the above, Startup India provides support in the formulation of funding policies such as a dedicated policy for setting up a seed fund or venture fund in the State.

Website Development

Startup India provides knowledge support on the content and tech development aspects of the dedicated startup websites being created by States. This includes inputs on the overview of the website and essential elements, the tech capability required to develop the same, and any additional knowledge-based inputs the State may require.

API Integration

This is an initiative implemented by Startup India to simplify the startup recognition process for States and to improve the information-sharing mechanism between itself and State Governments. Through the execution of this process, startups which are already DPIIT-recognized will be able to log in to State nodal websites using their Startup India login credentials. Once they log in, their State recognition forms will be auto-populated by pulling data from the Startup India database. The States team has conducted multiple workshops exclusively with each state to enable the integration in the states’ website.

Women Entrepreneurs

To promote women entrepreneurship, Startup India works in collaboration with nodal agencies by organizing virtual acceleration programs such as demo days, cash prizes, and industry connections. The team also organizes masterclasses on relevant topics open to both aspiring and seasoned women entrepreneurs in the State along with informal coffee chat sessions with prominent women founders to discuss their startup journey and societal challenges in being a female entrepreneur.

Startup India also houses procurement experts to work on procurement-related issues for startups. The team works actively with nodal agencies to organize workshops for startups to onboard them on the Government e-Marketplace (GeM) platform. Startup India has onboarded experts for States interested in the capacity development of incubators. A customized three-part engagement plan is available which includes, a roundtable with State incubators to discuss key challenges, one-to-one mentorship sessions, and masterclasses on relevant topics. This program may be further customized as per the requirements of the State. The team also provides advisory assistance in setting up incubators in States.

Additionally, if the State would like to conceptualize a separate program for incubator engagement, Startup India can provide advisory support and connection with relevant corporate or Government partners for the execution of the same.

Startup India works closely with nodal agencies to fulfill the mentorship needs of State startups through its in-house initiative of the Virtual Mentorship Series (VMS), helps to design a mentorship network for States, and establish connections with relevant domain and sector-specific mentors when requested by the nodal agency.

Outreach and Sensitization Support

Startup India often organizes open sessions with the startup community of a given State on a routine basis to share information on Government policies for startups. Often the teams of nodal agencies also speak in such sessions to spread awareness on State-level policy benefits for startups.

Startup India can be onboarded as a knowledge partner by nodal agencies to organize ideation workshops, regulatory roundtables, Government sensitization sessions, buyer-seller meets, among other engagements.

HNI Sensitization

Startup India is working with nodal agencies to design an initiative to identify and conduct outreach to high-net-worth individuals (HNI) in the State and sensitize them through knowledge workshops on startups as an asset class for investment.

Apart from the above, Startup India also provides support on conceptualization and outreach for grand challenges and hackathons along with advisory on academic engagement to support student entrepreneurs. This list is indicative and not exhaustive as one of Startup India’s key mandates is to provide holistic support to States on startups. Further collaboration can always be discussed based on the requirement of the specific State.

States' Startup Ecosystem Showcase Sessions

To develop capacities of ecosystem enablers and stakeholders, and to promote a more inclusive startup ecosystem by collective efforts of Central and State governments, DPIIT has started series of sessions by States and Union Territories (UTs). These sessions are intended to create a deeper connection with the central government, offer a platform to the States to represent their startup ecosystem along with the support provided to the startups in the State, and enable cross learnings among the States through the transfer of knowledge and expertise. Through these sessions, the States has been able to showcase their efforts undertaken to boost entrepreneurship and build a robust ecosystem for the Startups. The States have showcased initiatives ranging from institutional support, availability of funding mechanism, incubation facility, and support for market access, etc.

The State Startup Ecosystem Showcase series is live telecasted on all virtual channels of Startup India including YouTube, Facebook, LinkedIn, etc. On every designated day, a State or UT shares the journey and good practices of their startup ecosystem and answers some of the questions about their ecosystem.

State Sensitization Workshops

Startup India conducted exclusive sessions with the various State Governments and Administration on States' Startup Ranking 2019 and 2020. The meeting was attended by senior officers and the startup nodal teams.   • To further engage with the Startup Ecosystem, Startup India conceptualized and co-executed a 2-month virtual mentorship program in Nov-Dec 2020 for a cohort of 50 early-stage entrepreneurs in A&N Islands.
  • Additionally, Startup India provided strategic and logistical support to the A&N Islands nodal team in conducting their 3-day ‘Program for Fostering Innovation and Entrepreneurship’ in March 2021, Startup India held technical sessions for early-stage and student entrepreneurs along with organizing a ‘Recognition Bootcamp’ in association with Khaitan Legal Associates

  • Apart from executing programs with States, Startup India also provided knowledge-related inputs on developing concept notes, targeting speakers, execution of programs, etc.
  • We have worked extensively with Maharashtra and provided knowledge support on Hackathon guidelines, State procurement, Women Entrepreneurship focused programs, among others

  • Strategic support in planning initiatives proposed by the State along with connection with relevant mentors, outreach support for the same

  • Startup India in association with Andhra Pradesh Innovation Society, and TiE Amaravati initiated “Reboot Andhra Pradesh” to understand the challenges of the ecosystem and support them in the best possible manner.

  • Startup India assisted in the speaker as well as topics curation for three major initiatives of i-Hub i.e., Startup Runway, NISE, and Startup school.
  • Startup India and i-hub jointly organized the first-ever National Toy Innovation meet. Startup India team assisted in onboarding speakers and startups from the toy industry.
  • Startup India facilitated the connection between the GeM and the Startup Promotion Cell, Goa to organize workshops exclusively to the startup ecosystem.

  • Startup India assisted the Ladakh administration in drafting end to end incubation policy. In addition to it, the operational guidelines were also drafted.

Inputs on Seed Fund

  • Startup India assisted the Govt. of Himachal Pradesh in finalizing the draft guidelines for the seed fund. The team has provided necessary inputs aligned with the need of the ecosystem. These inputs were duly considered and were incorporated in the seed fund document. The state has created a seed fund of 10 crores to support startups.

Fund of Funds

  • Startup India assisted the Govt. of Odisha by sharing references and operating guidelines of Fund of funds model. The Govt. of Odisha has created a fund of fund of 100 crores to support the startups.

Calendar of Engagements

  • To provide a structured approach to Punjab to engage with its startup ecosystem, Startup India developed a six-month-long Calendar of Engagements on the State’s request to cater to the various stakeholders of Punjab’s startup ecosystem based on their needs.
